About the 12 Hour IDRC Program

New Hope Integrated Behavioral Health Care services residents of New Jersey & surrounding states who have been ordered to participate in a 12-hour IDRC program by the court of conviction in accordance with N.J.A.C. 10-162 and scheduled to attend this program by the Intoxicated Driving Program (IDP). New Hope 12HR IDRC is responsible for providing the 12HR educational and screening program for individuals convicted of various statutes pertaining to operating under the influence.

Program Details

The consecutive two-day early intervention educational program includes six hours each day of drug and alcohol education as well as a brief “at-risk” screening. Should an individual then be referred for a full substance use disorder assessment and further treatment is recommended, the IDRC will monitor your status throughout the course of treatment.

All recommendations must be followed to completion or the individual will be placed in non-compliance which can potentially lead to further suspension or revocation of their licenses and possible incarceration.

Class Fee & Payment Instructions

The fee for the class is $264 + $10 processing fee totaling $274, which must be paid in full 2 weeks prior to scheduled class dates. This fee is separate from any court-imposed fines, fees, or restoration costs charged by or paid to the Motor Vehicle Commission and State Offices. Failure to pay this fee will result in being denied entry into the class and will also result in program noncompliance.

Rescheduling of an Initial IDRC Class Date

In accordance with New Jersey State Regulation N.J.A.C. 10:162-3.3, clients are not permitted to reschedule an initial Intoxicated Driver Resource Center (IDRC) class date unless proper documentation is submitted and received by the IDRC prior to the beginning of scheduled class.

Acceptable reasons for rescheduling include the following, each of which must be supported by satisfactory documentation: medical emergency, bereavement (within 10 days prior to scheduled appointment), family emergency, documented work emergency.

Important:

All rescheduling requests must be accompanied by documentation & can be made by phone 732-817-0616 ext 4015 or e-mail: IDRCInfo@newhopeibhc.org prior to the start time of the originally scheduled class. Failure to do so will start the Non-Compliance process.

Noncompliance Procedures and Protocol

What happens if I do not comply with the court-mandated IDRC requirements?

All IDRC requirements must be followed to completion or the individual will be placed in non-compliance which can potentially lead to further suspension, revocation of their licenses, and possibly incarceration.

  • The client will receive an initial Warning Notice
  • Failure to satisfy all IDRC requirements within the 10-business-day period will result in the issuance of a Notice of Non-Compliance to the sentencing court.
  • If the client does not fulfill all outstanding obligations within the subsequent 30 calendar days, Motor Vehicle Commission will be notified which will result in an additional suspension of driving privileges until all requirements are fully satisfied.
